Since 2015 The Government of URT emphasizes the use of Force Account as the most appropriate method of building and renovating of the government building for the aim of reducing cost and attainment of best value for money (TPJ, 2018).The positive effects of the method has been witnessed not only through attaining the project’s objectives but also in empowering economically the local “fundi” as personal local builder as well as the public institutions which acts as consultants but also satisfying the client and society stakeholders through construction of quality social-economic infrastructures.Despite its significant importance, studies show that, the implementation of work project under force account in Tanzania public sector has found to be with several weaknesses which affect its performance. (Ndyanabo, 2020). According to Public Procurement Regulatory Authority (PPRA) audit report it identifies a lot of weaknesses in projects implemented through FA. Among the weakness identified are, Supervision problem during project implementation, ambiguity on the force account implementation procedure that lead to contradiction to the compliance of PPA requirement, problem in the payment process that lead to disorganized payment of labor and absence of competition in the provision of work to local labor. Never the less, the Control and Auditor General (CAG), in auditing for financial year 2019/2020 found inadequate resources including human and material resources; he also found insufficient training and capacity building for those implementing force accounts. Also in a research conducted by Andreski et al., (2006), some weakness that hinders the performance of public work project were revealed as; inadequate management of equipment, low standards of planning, supervision, execution and staffing, poor quality control, weak reporting systems and erratic funding.
